Dr. Julia Chevan is a researcher and implementation scientist whose work connects rehabilitation, public health, and health services research. She specializes in implementation science, rehabilitation workforce policy, and the design of care models that link clinical practice to community and public health. She serves as a faculty member in the Clinical Research PhD Program, where she teaches biostatistics and health services content and mentors doctoral students through their research.

Much of Dr. Chevan’s research addresses a wicked problem: evidence tends to sit on shelves while the provision of care stays the same. Her work targets that gap directly, through innovative care models, clinical-community linkage infrastructure, falls prevention programs for older adults, and the learning health systems meant to keep improvement as an ongoing effort. She has published more than forty peer-reviewed articles in health services research, rehabilitation, and implementation science.

Through Cosmian Consulting and her work in conjunction with the National Association of Chronic Disease Directors (NACDD), Dr. Chevan helps public health teams put these models into practice. That means analyzing data, designing evaluations, and answering the question every good idea eventually runs into: who is willing to pay for change?

Dr. Chevan is a three-time Fulbright Scholar, with awards in Latvia, Rwanda, and Nepal, and Professor Emeritus at Springfield College, where she spent more than thirty years in physical therapy education.
